Sebastian Heselhaus studied law at the Justus Liebig University in Giessen from 1981–1987, specialising in European and International Law. He simultaneously studied Political Science and Philosophy from 1982–1988, which enabled him to undertake better analysis of law in context. His study was funded by a grant from the German National Academic Foundation, which enabled him to spend time abroad at the United Nations in New York and the London School of Economics.

After completing his clerkship (legal internship) at the Higher Regional Court of Frankfurt am Main, Sebastian Heselhaus completed his doctorate in 1999 with a dissertation on Abgabenhoheit der Europäischen Gemeinschaft in der Umweltpolitik (the fiscal authority of the European Community in environmental policy). His post-doctoral thesis deals with rights of participation in multi-level governance. Since 2006 he has been Professor of European Law, International Law, Public Law and Comparative Law at the University of Lucerne. In 2013 he founded the Center for Law and Sustainability at the University of Lucerne, and serves as its Executive Director. He is a founding member and the Task Coordinator of SCCER CREST (Swiss Competence Center for Research in Energy, Society and Transition), established in 2014.

His list of publications includes numerous works on international law, European law and public law. He writes regular comparative law articles in URP on developments in European and Swiss environmental law. He also oversees the European Law Moot Court and the ELSA European Human Rights Moot Court. He holds a senior position running an LL.M. at Nottingham Trent University in 'International Regulatory, Environmental and Planning Law', where he was named a Visiting Professor from 1 December 2015. Sebastian Heselhaus has lectured at universities including Madison (USA), Warwick (UK) and Vilnius (Lithuania).
