Professor Andreas Eicker studied law at the University of Bremen, with a primary focus on criminal law. He completed his doctorate at the University of St. Gallen with a dissertation on ­Trans­staat­liche Straf­verfolgung (transborder criminal prosecution). It dealt with the Europeanisation, inter­nationalisation and development of the principle ofne bis in idem. He completed his post-doctoral lecture qualification at the University of Berne in 2009 with a thesis on Prozeduralisierung des Strafrechts (the proceduralisation of criminal law). His post-doctoral thesis dealt with the issues surrounding a paradigm shift in the control architecture of substantive criminal law.

Prior to his appointment at the University of Lucerne, Andreas Eicker was a representative of the Chair for Criminal Law at the University of St. Gallen and an assistant professor at the Institute of Criminal Law and Criminology (ISK), University of Berne. He also worked there as a lecturer at the School of Criminology, International Criminal Law and Psychology of Law (SCIP). Before beginning his academic career in Switzerland as an assistant at the University of St. Gallen, Andreas Eicker worked in research and teaching at the University of Bremen. During his time there he completed a research project investigating the reality of life in prison, for which he received an award from the Körber Foundation (Hamburg). He also served as a junior lawyer in Oldenburg Public Prosecutor’s Office and District Court. His other work took him to the Federal Constitutional Court and the German Embassy in Turkey. 

From August 2019 till July 2022 Prof. Eicker was Dean of the Faculty of Law at the University of Lucerne.
