The EU is a multinational polity that is constituted both by multiple demoi (the statespeoples or political communities of the member states) and by individual citizens who, at least for the foreseeable future, do not yet constitute an integrated European demos. Against this background this project investigates at the normative level which institutional designs are appropriate for a democratic EU; how the domestic democratic anchoring of EU institutions (parliament, regulatory agencies and citizenship rights) differ among the member states; how these linkages developed, and why do they work as they do.
